FAR 16.505(b)(1) requires that all contractors be given a fair opportunity to be considered for each order exceeding $10,000 issued under multiple award contracts. The regulation grants the Contracting Officer (CO) the discretion to determine the method for ensuring fair opportunity but mandates that the CO document the rationale supporting both the placement and the pricing of each order. The SEWP online RFI/RFQ tool is the recommended resource to facilitate this process and to enhance the required decision documentation. This tool automatically includes all Contract Holders within the selected Group or those identified based on a suggested source.
